Why substation voltages are commonly in multiple of 11 ?

In olden days the people had a misconcept that in the transmission line there would be a voltage drop of around 10% so inorder to get 100 V at load side they started sending 110 V at supply side.
Now a days concept is changed we use 400 v instead of 440, 230 V instead of 220.
